Microsoft has altered Windows Vista license terms. Which will allow user’s to reinstall Vista unlimited times, as long as previous installation has been removed (Just like XP and 2000). While the original Vista license term dictated restriction that limited transfer of the operating system to a new machine only once.

Off course Microsoft didn’t just come up to this decision easily. PC enthusiasts and power users, who usually will rebuild their machines several times over the lifespan of any Windows operating system opposes and expressed frustration over original Vista license terms. As Microsoft greatly depends on this kind of PC enthusiasts for product testing and deployment (MSDN forum), they had to come up with this solution.

There are few more terms has been change regarding hardware and software compliance. But nothing that significant.

You can find the new license terms here.
